Police confiscated 45 bags of heroin - and made four arrests - in operations conducted by the department's narcotics unit on Wednesday. Chief Michael Foligno said officers from his department stopped Michael Mcnulty, 20, of Warwick, N.Y., and Frederick Polanco, 22, of Sleepy Hollow, N.Y., around 3 p.m. along River Drive.
